As posted by r/rfduke, the solution is: "Ecobee support asked me to take one apart and check if the motion sensor (a small circular pillar with a little plate like a solar panel) was aligned properly with the the little window on the front. Sure enough, it wasn't. Check my other two sensors and they were on wrong as well. I have fixed all 3, we will see if they start working properly now.
